
The number of Chinese used cars in Algeria has increased significantly
Due to the combined effects of a new round of customs adjustments and the liberalization of used car policies, the number of Chinese-branded vehicles on Algerian roads has recently increased significantly, particularly used gasoline and hybrid vehicles under three years old. Compared to comparable European-made models, Chinese imports offer lower prices. Combined with the new tariff calculation based on "land purchase invoices," this significantly reduces costs and reignites car buying demand among the middle class.
Policy and Market Background
Since 2016, Algeria has strictly restricted new car imports. The new government extended restrictions at the end of 2019, temporarily relaxing some new car agency purchases for several months in mid-2023, and tightened them again in mid-2024, where they remain today. However, the used car market has gradually opened up, allowing individuals and businesses to import used cars under three years old, limited to gasoline or hybrid engines, with diesel vehicles being an exception.
Key Points of the New Tariff and Customs Clearance Regulations
Previously, the old tariff regulations applied a "made in China" price guide to used cars, leading to an illogical "European price reference" for the same model, increasing customs clearance costs for vehicles from Asia. The base tax rate for vehicles 1.8L or less was approximately 19.62%, with higher rates associated with larger engine sizes. With the implementation of the new tariff regulations, customs will now calculate taxes based on the "place of purchase invoice" (invoice issued by the country of purchase), rather than mechanically applying the European standard. Due to the difference in invoice prices, the tariff on "made in China" vehicles compared to "made in Europe" vehicles of the same brand and model has been significantly reduced, directly lowering the final landed price.

In addition, to alleviate port congestion, customs has allowed loaded containers to be transferred to inland "dry ports" to complete customs clearance and expedite vehicle delivery.
Quality Perception
Currently, Algerian consumers are sharply divided in their opinions on Chinese cars. While Chinese cars offer a significant price advantage, there remains debate regarding durability and longevity. Some consumers appreciate the advancements in intelligent features and safety features offered by Chinese cars, while others express concerns about their lack of strength and longevity compared to European models.
Key Points and Recommendations
Only gasoline/hybrid vehicles are accepted; diesel vehicles are prohibited. Prioritize "used/nearly new" vehicles ≤ 3 years old, focusing on high-volume A-segment/compact SUVs. Prepare all export-ready documentation in advance: invoice, certificate of origin, certificate of conformity, and inspection report.
According to new regulations, tax will be determined based on the "land purchase invoice." Verify vehicle alignment (brand/model/configuration) to avoid valuation increases. Considering container/roll-on/roll-off capacity and port congestion, arrive at the port in batches and prioritize customs clearance at dry ports. Manage demurrage and storage fees.
